Paraguay’s First Sovereign Bond Offering: History, Present and the Road Ahead
Third Annual Daniel Ferrere Memorial Lecture

In January, 2013, Paraguay obtained a huge success with its issuance of US$500 million of sovereign bonds, the first in a long time, at a 4.625% rate – the lowest ever for a first issuance of sovereign bonds. The bond was 11 times oversubscribed. Señor Lopez, who was closely involved with this sovereign bond offering, and who led the New York litigation Paraguay undertook to recover illegally diverted resources from a number of banks, will discuss the vitality and legal complexity of this sovereign bond rating, and its significance for Paraguay within the context of its progress and development.

The Ferrere Memorial Lecture is given in honor of Daniel Ferrere, founder and Managing Partner of Ferrere Abogados, the biggest law firm in Uruguay, Paraguay, and Bolivia, and one of the few truly multinational firms in South America. The Lecture serves to draw attention to these smaller countries of the Americas, and to honor Daniel Ferrere’s professional and public-spirited leadership.
